1Each of the three levels of government is essentially already managing a portfolio of investments in particular cities. How can these investments be better aligned to support cluster development?

2Bringing together the various players in a technology space to form a cluster is a good idea. What we have now are many clusters sometimes in the same area and the net result is that various players on the outside become confused.

3What is the proper policy response when communities that are not very distant want to start competing clusters ?

4Cluster talk is fine but when will this region start actually implementing anything substantial? For the past 8 years starting the NRC Innovation Forum, we have had no shortage of talks on the subject. On the implementation side one only has to look at.

5If it takes decades for a technology cluster to grow, what can a community do NOW to accelerate the gestation process? What are the necessary conditions, and what are the barriers?

6Which provincial governemnt do you feel is doing the most to encourage cluster development? What can we learn from their example?

7Which sectors are Canada's best bets for true clusters?

8Should the federal government strike an advisory committee or a task force with the view to accelerating cluster development?

9How do smaller satellite clusters develop and link up to larger clusters?

10What elements of quality of life in a community are important for cluster development?
